REGULATIONS FOR USE OF RI FACILITIES BY ORA MEMBERS
1 Old Boys/Girls are strongly encouraged to continue their association with our alma mater. As such, Raffles Institution has reserved selected sports facilities, at specific times on Sundays, especially for use by members of the ORA. Please be assured that we intend to continue this meaningful policy and continue to welcome Old Rafflesians back on campus and our close association with the ORA. However, owing to cost as well as security issues, after careful review and deliberation, we will be making some changes to the guidelines to the use of the facilities for ORA members with effect from 1 June 2008.
2 The changes are as follows :-
2.1 Only registered ORA (ordinary, life or associate) members will be allowed to book the facilities.
2.2 All persons using the facilities must be ORA members. The onus will be on the ORA members booking the facilities to provide us the identity of each user and to assure us of their bona fide status, on booking the facilities. Our security officers will reserve the rights to check on the identities of the users on campus.
2.3 We will be imposing a small charge for use, which will help the school in defraying the escalating cost of maintenance, utility and additional manpower charges in connection with the usage.
2.4 To ensure that as many ORA members are able to enjoy the facilities, we will limit the number of times per month a person can book the facilities.
3 The above changes have come about as a result of circumstances requiring the implementation, the main reasons being as follows :-
3.1 All schools in Singapore have been asked to tighten their security measures. In RI, we will also need to ensure that security measures have to be put in place to vet people coming into the school campus. By ensuring that only ORA members book the facilities, we will be able to ensure that someone is responsible for that booking and that the use is by ORA members only.
3.2 As the objective is about ORA members coming together, we want to ensure that all users are ORA members or their immediate families only as opposed to treating the facilities as their personal properties and inviting their friends or associates here.
3.3 The cost of maintaining the facilities for use is escalating, both because of manpower cost (e.g. security guards or lifeguards to facilitate usage) as well as maintenance costs (e.g. tennis nets have to be replaced regularly, astroturf needs upgrading. The school feels that it is only fair that users co-pay some of these maintenance costs.
4 Attached below is a list of the charges to be levied. A thorough study was made before the rates were drawn up and deliberated over.
5 To be able to properly implement the system, we will require payment to be made before usage and a receipt will be issued to confirm the booking made on a first-come, first-served basis. Receipts will not be issued for payment by cheque. We would continue the current practice of the ORA Office handling the requests but confirmation of bookings will only be able to be made on our receipt of payment in advance. In the case of the swimming pool, payment is to be made direct to the lifeguard on duty.
